XML转化为cadence库文件olb格式出现错误

用cadence将xml文件转化为olb文件时出现错误d:\a-njust-\all_lib\allegro_dra_psm20140803\lt3045\msop12_mse_adi-l.xml at line
1 at col 37 because of no declaration found for element 'Footprint'. Ensure
that the installation has been done properly.
应该怎么解决，求指点。
