如何将csv文件导入echarts地图并设置提示框显示?

我该如何将下图(暂且只放上来一个地区的数据)中的CSV文件数据信息提交至echarts地图中进行显示?最好能设置出来一个tooltip提示框,鼠标移入相应区域即显示对应区域的信息!

需要一个后台接口将离线数据导进去,然后在前端的展示页面动态去取这些动态数据,拿回来渲染。
