May I know What is the name of the device I circled it? And how can I post text to it? Javascript and PHP can POST text to that device? If can, may I know the coding?

That is a POS (Point-Of-Sale) machine, usually used at cash registers in stores. This particular model, as revealed by a quick and trivial Google image search from your photo, is the POSUA Terminal LPOS PC-FP64.

As you shall see in the page I linked, you can program and control it using Windows Embedded POSReady. I don't believe the functioning of this hardware will have anything to do with the web development technologies you have mentioned.
