Magento 2.3.1 - 是否有本地Google跟踪代码管理器或我需要第三方解决方案？

I am trying to implement GTM in magento 2.3.1. But i could not able to make it successful.

I read in the official documentation link that magento 2 has a GTM option in:

"Store > Settings > Sales and Google API"

But in my panel does not appear the same as the documentation:

I already tried too install a third-party solution called Welt for Magento 2.3 / Add manually the code in magento2, but when it inject the code in the it's show a blank code, just the comment:

Please, may someone help me?

Tag Manager is available in Enterprise version of Magento only. Now about the a blank code in without the <script>, i still don't know the cause
