你安装的这几个，windows下面很容易出现超时或者http错误的，原因就是安装包太大。比较建议的是去官网使用迅雷下载到本地安装

具体下载路径可以在pip后面的网址里面，找到你需要的对应包和cuda版本下载到本地安装。需要注意的是包名之间一定要对应，还有就是python版本对应

cuda比较建议安装在系统里面而不是conda虚拟环境中。另外，cuda10.0的好说不是很匹配，现在基本上都是11.x了，最少一般也是10.2的。
