ubuntu18通过devstack安装openstack报错找不到spawn模块

linux是ubuntu18.0.4的版本，通过devstack安装openstack，已经尝试过换过很多版本了，还是报下面这个错

解决方法
运行

sudo apt-get install python3-distutils
