javaweb关于导入jar包的问题

之前导入jdbc jar包到lib不用点击add as library， 可以正常运行
但是今天导入jstl库标签 jar包后，需要点击as add as library 才可以使用，为什么呢？

有可能引入工程默认导入了，正常情况需要导入才能用
