出现这个问题，首先检查maven有没有配置好本地镜像，然后去本地仓库，删除下载失败的插件或者依赖，姑且先将本地仓库文件夹下的org\apache\maven\plugins 目录里面的内容全部删除，然后再jenkin重新打包
