问题遇到的现象和发生背景

我自己写的webapi在这两天在内网调用出现了“System.Net.Sockets.SocketException (10013): 以一种访问权限不允许的方式做了一个访问套接字的尝试。”的日志报错，无法继续被调用了，以前也会偶尔发生这样的错误，但不知道什么原因，又会莫名其妙的好了，一直没找到本质的原因，这次彻底无法调用了。
