web.xml和struts.xml感觉没错啊，但就是不会进行跳转,报404，帮忙看看是哪里写错了，已经卡了3天了

action的代码看看，是不是return的 不是"success" ，还有你可以debug 以下看是否进入 代码。 当然如果没有的话，你要看控制台报的什么。或者先测试不到action看欢迎也是否正常。
将你的filter class 换成 这样：org.apache.struts2.dispatcher.ng.filter.StrutsPrepareAndExecuteFilter
还有那个 filter-mapping 的 两个dispatcher 删掉试试。
要是换完项目报错，可以把struts 换到2.5版本
