ubuntu 的ssh连接问题，连接不上Xshell

Ubuntu 安装有ssh，并且启动了，防火墙也关了，就是连接不上Xshell。
一直报Connecting to 127.0.0.1 22
Could not connect to '127.0.0.1' (port 22): Connection failed.

这样的错误，求解。
