没联网的情况下，需要配置一个私服，不然maven打包时不知道依赖的jar包去哪里下载。联网的情况下它会自动去中央仓库下载。建议熟悉一下maven的jar管理模式。
1、jenkins打包.如果打包命令没有额外设置，会根据jenkins引人的maven插件中的setting.xml配置，决定是否需访问在线maven地址，以及在线maven的地址
2、解决方式，若仓库中已经包含相应的jar，则在打包时指定maven离线即可
mvn clean package --offline -Dmaven.test.skip=true
