vm虚拟机下的root密码修改为什么那么随便？

不知道怎么回事，在VM中修改root用户的密码出了问题。
在修改root密码的时候不需要之前旧密码的确认。
这是为什么？

passwd -- modify a user's password

SYNOPSIS
passwd [-i infosystem [-l location]] [-u authname] [user]

DESCRIPTION
The passwd utility changes the user's password. If the user is not the
super-user, passwd first prompts for the current password and will not
continue unless the correct password is entered.
