微信 全网发布，事件消息失败？

一直申请不成功，然后我查了下是由于，在请求
https://api.weixin.qq.com/cgi-bin/component/api_query_auth?component_access_token=****' 这个接口的时候的问题，然后通过微信传过来的pre_auth_code,不能换取微信的access_token , 现在还是一致提示这个错误，我该怎么办？
